Is it normal to have higher ping in game than what it is shown on the server list?

Yes if you have bad internet.
Displaying a list of servers and playing with 17 other players isn't the same when you play on bad Wi-Fi for example, this is not a Plutonium issue, it's like that on any multiplayer game.
The server list just predicts your ping but if your internet is pretty bad then actively playing a game with lot of information to process will make you have a higher ping, especially on Wi-Fi
