Fps wont go above 44 on a mid range machine.

Ryzen 5 3600x
32gb of Corsair RAM
GTX 1660
NVME and SATA ssd'sHowever, my game, even at low, wont go above 44 fps. Its just with plutonium. If I launch normal BO2, Its totally fine. Is this because im choosing the file from steam? Do I have to download their verison?

Resxt yeah none of those things work, i've also tried a fresh install of both the steam and plutonium versions of BO2, still, 44 fps.

I figured out the problem, its my controller connected with bluetooth. However whats still weird but not your problem, is why does it do it in plutonium but not normal bo2? its strange.
