So I tried everything for this error LITERALLY EVERYTHING
in my case the only thing that fixed it for good was updating my drivers ( I recommend Driver Booster 9) and dont mess with the dlls like youtube videos say guys -
note: also important to go to control panel, programs and features, Activate or desactivate windows apps, find .NET Framework 3.5 and 4.8 and click the (+) sign and activate everything on both this should also help

note 2: make sure you got Microsoft Visual C++ 2015 - 2019 Redistributable (x64) & (x86) (MAKE SURE ITS 2015-2019. NOT 2015 - 2022) if you got the wrong ones just uninstall both and install the right ones, very easy..
