why doesn't the give command work?

so i downloaded plutonium and enabled sv_Cheats 1 in private game and tried to give myself a weapon and it did nothing.
does the give command not work i also wanted to use it in singleplayer and it didn't work.
also i wanted to know how to i forced dual wield/akimbo weapons in a private game and in campaign.

We don't provide support for the campaign mode, it's not included in Plutonium.
As for the multiplayer it seems like there is no give command indeed.
I wrote a chat commands script that you could easily edit to add a give weapon command
