I can't launch a custom zm game when we are more than 8 players

When we play with more than 4 player on a custom the start boton is
automatically locked. I arleady set the maxplayer to 8 with sv_maxclients "8" and in party privacy setting it said the player limit is 8. is there to launch a lobby when we are more than 4 player?
