timing out

Ive been trying to play bo2 on plutonium for the past week and everything loads up but as soon as i try to join a game the server says i timed out and its not my router since me and my brother play on the same network yet his works and my screen always stays on awaiting gamestate it doesnt take me through to the match even when i play solo -
Continuation: Ive thrown everything ive got at this game ive checked for driver problems i upgraded my windows i tried 3 different installs of the game even the one on the plutonium download site but none of them worked it keeps saying either awaiting gamestate or awaiting challenge so please help me ive tried everything
