Whenever i try to launch WaW, it says the following:
    plutonium-bootstrapper-win32_pmlh6QzKiG.png

The game also opens, but is blacked out and I can't do anything. I've tried verifying the files.

What you're showing is not an error. This is a warning for devs, you can ignore it.

To answer your other (real) issue this should help

Change your video settings without crashing the game (borderless windowed)
Make sure your game is closed before doing that.
      Go to %localappdata%\Plutonium\storage\t4\players
Open the config file with the notepad to edit it.
plutonium.cfg is for singleplayer/zombies and plutonium_mp.cfg is for multiplayer
Change these 4 dvars to be like below (you can use ctrl+f to search for them)

      seta r_fullscreen "0"
      seta r_noborder "1"
      seta vid_xpos "0"
      seta vid_ypos "0"

Resxt said in WAW Fails to launch:

        seta vid_ypos "0"

Those are already set to that

SurfingDuck then I don't see why you would be unable to access the game.
Can you record a video of it or describe the issue from start to end?
