Locked At 144 Fps

For some reason every server I go into my FPS wont go higher than 144.
i have turned off vsync and com_maxfps is set to 250
Specs-
5800x3D
7900XT Red Devil
32gb 3600MHz cl14 Ram

Also never had this issue on my 1080

Have you turned enhanced sync off in the AMD App?

or in options sync frame is on

realised what my issue was now. for some reason my game was put into full screen, changed it back and now I'm getting good fps again, thank you for the responses though.
