need help download custom camos for bo2 i have the base game through steam so i dont have the t6 pluto folder what do i do?

Project Limits the "t6r" folder in the game folder is no longer used by us that's why you don't have it. Camos go into %localappdata%/Plutonium/storage/t6/images. It's explained here: https://plutonium.pw/docs/modding/loading-textures/
