Only 4 bots on each team while playing?

Hello, I was wondering when playing on servers with bots there are only 4 bots on each team. This is happening on MW3, BlackOps 2, Black ops 1 but not WaW... Is this supposed to be happening? is there a way to have 6v6?

Your question is very unclear. In which context? Some games don't even have bots so it's really unclear what you're saying.
Are you talking about custom games you run, custom games you joined, a server you host, a server you joined, all servers you join etcPlutonium does not add bots to the game or modify them.
If you're on a server it simply means the server you play on decided to add 4 bots to each team.
Plutonium doesn't force or set any bots amount. You can even run 9 bots vs 9 bots if you want -
Ohh if its server then that may be the reason why. I've been joining on the Namelessnoobs servers and they only have the 4 bots on each team. thanks!
