Abbiez post a screenshot of your port forwarding settings. If you start the game first the server will use port 4977 as the game already occupies 4976. Also make sure a windows firewall rule is created to allow incoming traffic on port 4977 udp.

            Dss0 port 4977? I used 4976 on the server
I guess I'll change it and add port 4977 or should I just add it to my firewall?

Abbiez yes but the game already uses 4976 so the server will automatically switch to the next free port. You need to change your forwarding rule to 4977 and also add it to your firewall.

Dss0 added it and changed it, still says "will load dedicated_zm.cfg and listen on port 4976 UDP!"
changed the port in the file itself but it still doesn't show anything,
or show the server on the list

Abbiez that message comes from the startup file and just shows whatever is set in there, it won't show if the server binds to another port because the one set in the .bat is already occupied.
You can verify the port the server is using by typing "net_port" into the server console.
Pls post a screenshot of your port forwarding settings.
