Intermittent High Ping

For reference, I do not play on server browser - I only play custom games over a local network.
Me and my roommates all try and play on the same network in the same house, but in any lobby we arrange I have intermittent high ping. Every 5-10 minutes, my ping will go from between 7-20 to over 500 for a period of anywhere from 30sec-1min and cause me many troubles because of lag.
This happens to me regardless of host. If I am not hosting, no one else has issues when it happens to me. If I do host, everyone else has issues when it happens to me.
I am on a Dell XPS 15 laptop and my roommates are on built PCs. The issue occurs both when I use WiFi and Ethernet on my laptop.
I'm confused as to why this is happening considering we are all in the same house and on the same network. This issue does not just occur in Plutonium (it occurs in other games as well), but it happens most frequently in Plutonium.
Does anyone know what might be causing this?

Do you have any network "boosting" or "optimizing" applications installed?
