Unable to install plutonium

I just got this laptop today, it runs a seemingly old version of windows 10 that when I check for updates nothing shows up. But on to the issue with plutonium, I run the exe file and literally nothing happens, Nothing opens. Not even the security prompt. I have been using plutonium on my asus chrome cn60 and everything works fine. It uses a modded version of windows called ghost spectre, but this laptop doesn't even install the game. I was hoping to get better framerate on this than the chromebox because this has better specs, but why does framerate matter when I can't even install? If anyone knows any way to fix this please let me know. Btw I even tried disabling antivirus entirely, it gave the same results. Even tried running as admin.

Either outdated version of Windows or you use a modified Windows ISO in which case you won't get any support

Resxt I am on a version past that, but whenever I run the setup file, the game installer doesnt pop up, not even the Windows protected your pc prompt.

Also are you on an official Windows ISO or a custom ISO such as Ghost Spectre?

Resxt It is working fine now, my laptop was in a supported version, but not the latest available. It is working fine now. Also I should not ghost spectre also works perfectly fine, it is just a modified version of windows 10 pro to be extremely lightweight and small in size, it is built for privacy and gaming. I had to use it because the chrombox's ssd was only 16gb. So if you have a list of supported custom iso's, ghost spectre is one of them.
