Plutonium isn't meant to have campaign working correctly. Most of Plutonium itself focuses on the Multiplayer and Zombies which explains why Black Ops 2's campaign is completely inaccessible. Plutonium is just an extention of the games that were modded before so that they can be fixed of hackers, but not used as a pirated game.
