T4 server hosting 0xc00007b

Hello everyone,
I've been trying to host T4 (zombies) on my machine, launching the game from T4 works fine, zombies and multiplayer with no error and the plutonium command line is also working.
but for some reason when i run the bat file to start the server i get the following:
I have all x64 and x86 vc redist libraries installed from early 2000's till now, with direct X and both .net framework 6.0.8 and 4.7.2 installed
everything works except just trying to host
of course i followed the docs with servers keys, port forwarding and everything, but all bat files just fail to start, specifically, plutonium r3417. -
This points to having select the incorrect folder and the game can't find the DLLs required to run the game.
