Friend unable when my other friend can

as the title states one of my friends is unable to join me even though my other friend can we have tried all the troubleshooting and have turn off any potential problems and he still cant join some times he can but sometimes he cant any help would be appreciated

DestiTheWitch any fix to this as of yet? Trying to play with someone who is on my same network which wont work, however i can play with my friend who is on a completely different network.
