Can’t connect to Online Service for BO2?

So I downloaded Plutonium on my brothers PC, and I downloaded Black Ops 2 from it, but after downloading and launching it, when I got to the menu on BO2 and clicked Online Play, it sits there saying “connecting to online service” and sits there for a minute and says “ unable to connect to online services at this time.” I haven’t had this issue myself on my PC, and I can’t find a fix for it for my brother? Can anyone please give me a fix, it has to be something simple preventing him from connecting?
