Uh, add plutonium folder in %localappdata% to exclusions in your antivirus, make sure firewall isn't blocking it. Also check the read/write permissions on that folder

It tries to install a protocol handler, that way you can click on a link and join a server. Seems like it needs admin privileges on your system though. Try running it as admin.
