Command Spawnbot 17 spawnbots but they left the match after spawning

When I was playing custom game I started alone and used the command SpawnBot 17 to spawn 17 bots for a 18 player match(Since custom game does not let you play with 17 bots on settings
I don't know what is happening
I am using the Lan option of the game
not regular online game
please help me -
I guess you have Bot Warfare installed which overrides stuff
Use bots_manage_fill dvar instead
