Connection Interrupted (Only when Prestige 15 joins)

Hello, I'm facing an issue that only seems to happen if a max prestige joins my server on multiplayer. They'll join, and it'll just completely lag out the server for everybody. It doesn't happen if anyone else joins; and this doesn't seem to be an issue on other servers.
The console/logs show nothing out of the ordinary when it happens either.. Anyways, my specs below

(In a virtual machine)
Intel Xeon 2.6 GHz E5 12 core 24 threads
98 GB DDR3 RAM
and it's ran off of NVME storage

My connection is good, usually 70 Mbps download speed 12 Mbps upload speed, ping ~23ms to Toronto (from Toronto)
