are dlcs included if we buy the steam versions of the game?

I dont own all the games on pc . the prices on steam are very high for 10 plus year old games however i saw a tweet on the plutonium twitter account . That most cod games are on sale . I played on the torrented version of the client witch included all dlcs now I still thinf that even on sale 7.24 euro for a dlc is still expensive but im willing to buy it because i want to support this client and keep playing it . Any information about this would be appreciated !

You need to install DLCs to play DLCs, they're not magically unlocked.
As for DLC ownership there's no info yet but you will most likely need to own them on Steam -
