Claiming names that aren't used

I want to claim the name "Alpha" but somebody sniped it and hasn't logged in in over 3 years.
Is this possible?

@f0rm The activity displayed on the forum is not proof that the player is or is not active in the games. It only indicates his activity in the forums. I can not be active in the forum and be 24/7 in the game.
