Unknown Issue. High Packet Loss and Server DC

I noticed an issue after changing ISP, from basic broadband to fiber optic. This started with Iw4x (RIP), but now that all we have left is plutonium, the issue still persists onto these clients.
It does not matter what server I join, EU, NA. Or what latency, 32ms-750ms. It always happens within 45 seconds of joining. It also does not matter the client, just posting in MW3 since its the one I try to play the most.
A few seconds into joining a server, smooth sailing. After about 45 sec to a minute, all people turn into statues and I can not move. I will hitch for about 5 sec, and things go back to normal, than immediately back to where I was at. It will continue that way for about 5 minutes before I inevitably disconnect from the server.
The entire time I will not see more than about 80ms on US servers (I am in US myself). Only thing I can see in the terminal is:

continuously, in between the hitches.Before the issue was windows firewall, not allowing the bootstrapper from passing it.
But now that is not the case. It also with the last client update, added many more plutonium.exe files in my firewall??? Not sure as to why.This packet loss does not happen with any other games. Steam, battlenet, epic games, EA, xbox app, all run perfectly fine at any given time. Running packet loss testers, I receive 0% packet loss
I genuinely have 0 idea why these servers/hosts have such an unstable connection.
Just looking for answers. Are these p2p?? maybe my new ISP just does not like p2p connection.Anything helps. Thanks.
