WAW won't launch from steam or plutonium

I installed WAW through Steam first and when ever I launched the game not in multiplayer the game would not launch. I then tried to launch it then through Plutonium and it gave me this error:
there is only one directory folder for WAW on my pc so its not the wrong one. I've also tried downloading the "correct" dll files necessary for the game to run and that did not work as well.
ps: launcuing into multiplayer through steam worked but the other option does not work on steam and I cannot swap exes when ion multiplayer for WAW

You need to download a total of 0 dll files, if you have downloaded some manually that's probably a big part of the issue.

Xerxes all I downloaded was binkw32.dll and tried to replace it in my install folder and that did not fix anything. I heard that was a solution that could work to fix the game but it did not.
