Everything you need to know is in the Github.
You have a list of dvars with descriptions that tells you how to use them
      https://github.com/Resxt/Plutonium-T6-Scripts/tree/main/chat_commands#dvars

You need to have cc_permission_enabled set to 1 and cc_permission_4 to the name(s) of owners and admins separated by a colon. For example cc_permission_4 "Resxt:shinryuk".

Note that 4 is the highest permission level so maybe you'll want to have owner(s) as 4 and admins as 3 for example. If you do that also check the commands permission levels, maybe you'll want to higher/lower some of their permissions to fit your needs

          shinryuk https://github.com/Resxt/Plutonium-IW5-Scripts/tree/main/chat_commands#configuration
You need to read the instructions well. In the same GitHub it tells you how to implement the scripts so that they work.

shinryuk it's a dvar. Works like any other dvar
Read the config section. Paste it in your server cfg

shinryuk you don't need to compile scripts and this wouldn't throw a compiler error.
Most likely the error comes from you not reading the text that says [IMPORTANT] on the Github

To answer your question this array needs to be filled with strings with the port(s) you use
