Failed to check for updates

I've been having this issue for almost a year now and i still havent found a solution.
I've tried deleting and reinstalling everything, but whenever I try launching plutonium.exe I keep getting the same error (first image).
Even when I try to reinstall the launcher/updater I just get the same error. Please help me out.
