BO2 error message "snowroller uninitialized"

I cannot load up BO2. It crashes every time with an error message saying "Could not authenticate to Plutonium:snowroller unitialized." I've tried running the PIRY again but the error keeps coming up

Fix that by re running the launcher. If that doesn't fix it either, delete %localappdata%/Plutonium and run the plutonium launcher.

Hello! I am having the same issue stated here but for some reason, deleting the %localappdata% folder is not working. Any Ideas?
