What is the problem with plutonium and letting me join other players?

Hi,
I've been having a common issue where my cousin and I want to play zombies together but every time we try to, we're unable to join each other for some unknown reason. We've done research and attempted to try closing steam and opening plutonium, making our network domain public, closing and opening the game several times in hopes that it would allow us to join and trying to use console commands to connect from each other's IP. I would like to ask if anyone has an easier solution that doesn't require port forwarding and KNOWS will work. In all honesty, if there isn't any that works then advice is greatly appreciated. Thank you plutonium developers and users.(edit) I also wanted to add that opening and closing does work but it takes us usually 1+ hours just for it to work and by then we get too annoyed to play the game so I would like to explore different options that may be available.

The way to make this work reliably is port forwarding or buying a VPS
