Is there a way to expand the bot limit in a custom game?

It sounds crazy, but I'd like to be able to take on at least 17 Bots in a Custom match, or expand the number of bots that can be on the teams in Domination, Kill Confirmed, etc....

Through commands or scripts yes. But you cannot go above the 18 players limit
You can do this by using the spawnbot command or even better, by using Bot Warfare
