so much micro stuttering from high cpu usage

i had previously played bo2 with plutonium and i didn't have any problems, today i downloaded it again and i have micro stutterings all the time, plutonium uses 100% of my cpu when im playing and makes it really unplayable, what can i do? my pc should run it more than enough, any solution? my components are:
i3 9100f
rx 570
16gb ram -

Resxt yes, i got it capped on 60fps, i tried in all options but its the same with all the configs
