It is possible and very likely due to his name and weapon of choice. Yes, he maybe cheating. Eboot Dex is most likely a former PS3 jailbroken user as PS3 games would use Eboot and the PS3 DEX to install cheats. That weapon is also popular with HVH. Would like more evidence though.

Yeah they always either find a way to rejoin the same server or he will join another one and ruin the fun all over again
