Can not join friends without trouble

When I try and join friends, it keeps saying unable to join game. I have found that if you restart your game enough times and disable steam, it will let you join. Is there a fix where I do not have to do this and the game just runs like normal. I know that we both have the Upnp enabled.

Getting fed up of having to scroll through the same posts each visit?
