client freezes when trying to play bo2

I'm trying to play bo2. I open plutonium.exe and click play on bo2 (game folder is c/games/call of duty black ops ii) then the client freezes and is not responding and the game won't open. I've seen other threads with the same problem and the solution is to download a vcridst/dcsetup file (https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download). I already tried this and I still have this problem. here are some screenshots:

the game folder is 13.5 gb if that helps. Thanks

It had over 700 players last night and had over 1k concurrent players a few months ago. Are you sure about that statement you just made?
