Bo2 offline Lan play with

Hi, I am trying to play Bo2 with my friends over Lan, due to a slow internet connection. I have tried the following steps as suggested in older threads
1 finding my IP using the ipconfig command in cmd.exe
2 having my friend connect to my custom match with the command connect 192.xxx.xx.xx

However they cannot seem to join it just says connecting and nothing happens, have I missed or done something wrong. Any help is greatly appreciated

My plutonium is launcher version 2.2.1 and core version r4060

Are you running a local server or only the game?
And shouldn't be the command connect 192.xxx.xx.xx:4976

use this method with radmin and /connect ip address
