Only 3 People Able to play

Me and my friends have been trying to play BO1 Zombies and we played 4 players a couple of days ago. Today only one of my friends could join me and the third and fourth player could not join. I then found out that if I ran another application on Steam (I used bo3) it allowed the third person to join, but now we are stuck as the fourth person can't still join. Is there any fix to this?
