Stuck at 15 FPS

Yesterday i wanted to play bo2 but then when i loaded up my game it said i was at 15 FPS and this never happend before and im not on a laptop. Can anyone help me?

My PC Specs :
R5 3600
RX 5700 XT
16GB DDR4 RAM

uhm u have it capped at 15

mrbryceguy You could try disabling fullscreen optimizations for the bootstrapper, it's located in
C:\Users\YOURUSERNAME\AppData\Local\Plutonium\bin
right click plutonium-bootstrapper-win32.exe -> properties -> compatibility -> enable "disable fullscreen optimizations".
