You're probably launching the game via %localappdata%/Plutonium/bin/plutonium-launcher-win32.exe? Don't do that, always launch it via plutonium.exe.
However, if you're launching via plutonium.exe and still getting that error, delete %localappdata%/Plutonium and launch pluto again.

install plutoniun exe I put the piry folder and open the game and above cmd I get bin / plutoniun-bootstrapper-win32.exe
