Unable to search for some servers

I my bo2, and I'm going to play with my friend who is in the same city as me, but when searching for servers, the same servers don't appear for both of us, what could it be?

Weak routers that can't keep up when querying all servers.
Sometimes its also sold as a "anti DDoS" feature where they drop packets by design, iiric some Asus Models have that. -

Join the same server through the console.
