Whenever I try and launch I receive this error

Game directory is right and followed everything else.

mss32.dll comes with the mw3 basegame. You might be selecting mw3 in the launcher, choose bo2 mp/zm from the left hand side of the launcher and click on game settings -> select your bo2 folder.
