Do dll Plugins etc. work on Lan mode?

Hey, i just found a wallbang everything dll file for Plutonium. I wonder if u actually need a server for it to make it work or if it works just for myself in private games while being on lan mode? If it works on Lan mode is there a way to check if the plugin is actually loaded?
