Would it/is it possible to, for lack of a better way to phrase it, extract the engine of a CoD game so one could make a fan game using the engine?

I don't think call of duty have ever release a public version of their engine ever. The IW engine used in Call of Duty games is derived from id Tech 3, which is the engine behind Quake III Arena.
