it wont let me use console commands solo. Might possibly be connected to another issue with a unknown mod loaded in automatically when i boot the game. says "mod loaded from: *"
Any ideas?

The asterisk indicates that cheat state has been triggered, not necessarily that a mod is loaded. The changelog lists some cases that will trigger the cheat state. https://plutonium.pw/docs/changelog/
However, this shouldn’t interfere with your ability to execute console commands. Usually if the game blocks a command, it would print in the console or on screen a message giving a reason for why the command got blocked. It just says cheats aren't enabled on the server even though I'm playing solo.

Zarathos72 that would mean the host would have to use the command
