Offline is not exactly the same from online. Online has some features that offline doesn't, perma perks, bank and fridge, some perks are missing.
Is there a mod that adds this feature, so I can play offline the same way I play online?

Clicking “online” in-game while launched into the LAN mode of Plutonium already lets you access online features. The only perk that disappears is Tombstone which is a solo vs co-op feature, not an online vs offline feature.
