Unable to Join Friends BO1 Lobby

I haven't used plutonium in a few years, but when I re downloaded it, F10 no longer displays a friends tab, which is how I used to be able to join friends. Joining through the built-in friends list just results in infinite loading screens for the person joining. Am I missing something here?
