how do i get ranks to work normally on BO2

resetstats in console to reset your stats completely, you'll be level 1 again.

all it did is reset my rank and loadouts. i still have everything unlocked

Umm, go to
%LocalAppData%\Plutonium\storage\demonware\18397\user
and delete the 3 files starting with mp and try launching the game again. That should clear all your stats and custom classes as well.
