'Verify game files with steam'

I tried to launch BO2 multiplayer and it says 'error with patchfiles please verify with steam' and I do that and reacquire a file, but when I attempt to launch it again it will say the same error. So when I verify it will again say it reacquired a file. It seems BO2 is deleting a file over and over after validating. Is there a fix for this?
