Steam bootstrapper does nothing and "alternate method" does not exsist

Re: when i enter steam://install/42750 into the search bar and click "Open Steam Client Bootstrapper" it does nothing I have bo2 but want to get MW3 but i cannot if the bootstrapper fails to do its task

DefiantObey go to your steam library and select tools

Install the mw3 dedicated server from there.
