Strage no one from plutonium is blocking Russia. If your government is blocking certain websites or connections then you can use a VPN.
Plutonium does not block VPNs. if you are unable to connect with a VPN that means that that particular server owner does not allow VPNs.
It is not plutonium blocking you.
