    I have seen some users post about issues of graphical orange/red dots/particles/artifacts/outlines/borders appearing on textures when playing on BO2. Recently, I had stumbled upon information of a GPU setting causing the problem, then I have tested that by instructing a person facing the problem on how to apply a change to said setting inside the GPU software program, and the problem was fixed. So, I'm making this post as a documentation of the problem and solution.

    Note: I believe this to not be a problem directly caused by Plutonium as there are posts online for this game from 2012/2013 that show the same problem, as well as there are posts for other games that also show the same problem.

    Solution

    In the GPU software program, locate the setting "Anisotropic Filtering", and either change its current value until the problem is fixed or set it to be application-controlled. Restart the game upon applying a modification to the setting if no noticeable change to the problem occurs.     Alternatively, see if modifying "anisotropic filtering" inside the in-game settings fixes the problem.
