at the time of downloading the .exe from the page the new page that opens for me remains blank and does not download anything

Try a few more times with your av disabled, and look in the downloads tab if the browser's blocking it. If it is, click Keep Anyway. If you still can't do it, drop your discord I'll dm you it.
